Enhancing the M54: CRL Highways Carries Out Critical Concrete Renewal and Infrastructure Upgrades

The M54 motorway is a vital 23-mile (37 km) east–west corridor traversing Shropshire and Staffordshire in England. Originally envisioned to relieve pressure on the historic A5—an early 19th-century route to Holyhead engineered by Thomas Telford, the M54 was designed to support the efficient movement of commercial traffic bound for the port of Holyhead, a key gateway to Ireland.

Under the ambitious £3.6 billion, six-year Scheme Delivery Framework (SDF) for National Highways (NH), CRL Highways has been at the forefront of delivering a wide range of infrastructure upgrades across the region. Our expertise encompasses bridge demolitions, installation of new beams, parapet and vehicle restraint system (VRS) replacements, bridge deck refinishing, gantry platform renewals, bridge propping, steel box beam preparation and painting, as well as concrete repairs and cathodic protection.

One of the cornerstone projects in our portfolio has been the essential renewal of concrete pavement along the M54. This involved the removal and replacement of deteriorating concrete slabs, specifically on the westbound stretch between Junctions 2 and 3, and the eastbound section from Junction 4 to Junction 2. The aim was clear: to enhance long-term durability, improve driver comfort, and boost road safety. In addition to replacing damaged pavement, we also removed previous temporary bay replacements that had been installed as interim measures.

To reduce disruption to road users, the work was carefully scheduled across eight weekends in March and April. Closures were implemented from 8 PM on Fridays through to 6 AM on Mondays. The detailed programme and execution plan were developed through close collaboration with NH during the Early Contractor Involvement (ECI) phase. This early engagement was critical to ensuring a streamlined and efficient delivery. By timing the works ahead of the late spring and summer travel season, we were able to further minimise inconvenience to motorists.

Given the constrained timeline, meticulous planning and flawless execution were essential, regardless of weather conditions. To meet this challenge, we deployed additional resources, equipment, and supervisory staff, supported by robust logistical coordination. Communication with the public was also a top priority; early notifications and clear updates helped keep motorists and businesses informed, effectively reducing network-wide impact.

The results spoke for themselves. Thanks to the rigorous planning and dedicated execution, all works were completed ahead of schedule allowing us to avoid two full weekend closures initially forecast.

Reflecting both National Highways' and CRL’s ongoing commitment to sustainability, we established a project compound at a local company’s yard powered entirely by a solar array and battery storage system. In addition, an electric vehicle (EV) charger, supplied by its own dedicated solar panel system, was installed to service our electric fleet, further highlighting our environmentally conscious approach.
